Dubai received a “Very High” rating and was listed among the top-performing digital governments in the world in the Local Online Service Index (LOSI) 2022 report published by the United Nations as part of its biannual E-Government Survey.

In the Index, Dubai came in at number five overall and first in the Arab World.

Dubai earned top rankings in these important indicators and cemented its position as one of the best digital governments in the world thanks to its perfect scores in the Institutional Framework, Content Provision, and Service Provision categories.

The city came in at number four on the Technology index. The most recent Local Online Service Index evaluated major cities’ digital governments from 193 different countries.

His Majesty The Crown Prince of Dubai and President of The Executive Council of Dubai, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, stated:

Dubai’s outstanding performance in the UN’s Local Online Service Index is evidence of the leadership’s strategic vision and unwavering dedication to ensuring that Dubai’s digital government offerings exceed the highest international standards.

This accomplishment marks yet another special turning point in the over 20-year journey to make Dubai the world’s digital capital, which was started by His Highness Sheikh Mohammed bin Rashid Al Maktoum.

Data and artificial intelligence have emerged as the foundations of sustainable smart cities as new technological developments reshape our world.

Dubai has demonstrated exceptional agility and flexibility in realigning its strategic objectives, restructuring its organizations, and offering digital services in line with the changing needs of its citizens, residents, and visitors, all while being guided by the leadership’s vision.

Due to this, Dubai is now a world leader in innovative government and technology.

In the survey’s Local Online Service Index, Dubai came in fifth with a score of 0.9186, trailing only top-ranked cities Berlin, Madrid, Tallinn, and Copenhagen.

The 2022 Local Online Service Index includes 86 indicators that address five criteria: the institutional framework ( 8), content provision ( 25), services provision ( 18), participation and engagement (17), and technology (18).

The Institutional Framework index focuses on, among other things, open data policy, access to information laws, organizational structure, and digital government strategy.

The success of Digital Dubai in establishing Dubai as a model for creating institutional frameworks was highlighted in the report. The Content Provision Index gauges the online accessibility of fundamental public resources and information.

The third index, Service Provision, measures the accessibility and delivery of public services via digital channels.

The UN Sustainable Development Goals (SDGs), which are based on the idea that cities are the most significant engines of urban growth and that they play a vital role in driving global change from the bottom up, are consistent with the 2022 edition of the Local Online Service Index.

Given that the majority of SDGs contain objectives that are directly or indirectly related to the day-to-day operations of local and regional governments, local governments are also participating in setting policies to promote and drive change.

In the UN E-Government Survey 2018, a pilot study with 60 different indicators restricted to just 40 cities, including Dubai, the UN Department of Economic and Social Affairs conducted the first integrated assessment of local governments.
